What do you mean by spam? Are these sites that you consider offer poor content? Or are they spamming sites in order to get backlinks? I don't understand what you mean, but if you simply think they are poorer quality than yours that's something the search engine algorithms will have to decide. In the meantime, make sure you have a great quality site, lots of good content, excellent linking strategies and plenty of backlinks.

I guess you are referring to bad websites on search results for certain keywords.Well, you wouldn't have to report them to the search engines because sooner or later they will be automatically deindexed by the search engines.These black hat seo techniques have an extremely short lifespan.So no worries there.

The se spiders will detect such sites and they will not stay there
