Top-level page is another name for a websites default page. When a search engine tells you to only submit you top-level page this is the page it is refering to. Once this page has been found by the spider it will be able to access the rest of sites pages. Due to this it is a good idea to link your sitemap to this page so the rest of the site can be easily found by the spider.
